A state memorial service is being held in Sydney today for the highly acclaimed and
well-loved painter MARGARET OLLEY.

Around five hundred people are expected to attend the service from 11am (AEST) at the
Art Gallery of NSW, a venue with which OLLEY was closely associated.

Premier BARRY O'FARRELL will be among those to speak at the service.

BEN QUILTY, the artist whose portrait of OLLEY won the Archibald Prize not long before
her death last month, is also expected to attend, along with members of OLLEY'S family.

TOOWOOMBA, Qld, April 27 AAP - Survivors from "ground zero" of Queensland's floods
have told an inquiry into the disaster of their grief and frustration at the lack of warning.

The Queensland Floods Commission of Inquiry has turned its sights to the January 10
flash flood of the Lockyer Valley, west of Brisbane, which killed at least 17 people.

Of those, 10 were from the township of Grantham. Another three have never never found.

Grantham service station owner Marty Warburton showed the commission photographs he
took while waiting on his roof to be rescued, showing the sudden wave of brown water.

His statement to the commission recalls his horror when he saw two bodies float past
and a house with people screaming from inside.

Mr Warburton questioned why there weren't more helicopters for the rescues.

Another resident, Bronwyn Darlington, said the town could have been warned.

"They had two hours to at least send one vehicle out to Grantham with a siren going
so people knew it was something out of the ordinary," she told the inquiry.

"It may have saved one more life."

She said police who cordoned off the town while they searched for bodies treated residents
"like children".

But Assistant Commissioner Steve Gollschewski told the inquiry it would be "unconscionable"

to allow a resident to find a body, or be at risk of injury from the debris.

"I just could not, ... in my conscience, allow a member of the Grantham community go
back in there and find a deceased person or one of their loved ones," he said, adding
that one victim was found on the fourth search of an area.

Mr Gollschewski also offered an olive branch to the family of Toowoomba flash flood
victims Donna and Jordan Rice.

The final calls of the mother and son were last week played for the commission, prompting
an angry outburst from Ms Rice's husband and Jordan's father, John Tyson.

Mr Tyson said Mr Gollschewski had assured him Ms Rice was calm in the call during a
January meeting at his home.

But the inquiry heard Ms Rice being criticised by the triple-zero operator for driving
through floodwaters, and a second call from Jordan, in which Ms Rice and her younger son
Blake, who survived the flood, can be heard screaming.

Mr Tyson also alleged that Mr Gollschewski had banned him from speaking to the media
about the phone calls, now the subject of an internal investigation.

But Mr Gollschewski on Wednesday told the inquiry he wasn't aware of the second call.

He hadn't played the tapes in January because it would be insensitive just 17 days after
the event, and he didn't think it was lawful.

It was understandable the conversation would be blurry to a grieving man, he said.

"I just think what happened last week was unfortunate and I certainly wish it hadn't
been conducted that way," he said.

Commissioner Justice Catherine Holmes denied a request from counsel for the Queensland
government, Alan MacSporran, to play the police recording of the meeting between the pair,
as the transcript would be made public.

She also requested Mr MacSporran seek instruction on whether the presence of Crown
Law representatives when the commission interviews public servants wasn't "apt to stifle"

their accounts.

The inquiry continues in Toowoomba on Thursday.

SYDNEY, Feb 13 AAP - Police are seeking witnesses to a car crash on the NSW far north
coast that killed one teenager and left another with critical injuries.

Police say a Mazda Astina and a Mitsubishi Magna collided head-on at 11.30pm (AEDT)
on Saturday on Broken Head Road at Broken Head.

An 18-year-old Armidale man and a 19-year-old Ballina woman suffered critical injuries,
and the woman has since died at the Tweed Hospital, while the man is in a critical condition
in the Gold Coast Hospital.

A 42-year-old Ballina man was treated at the scene for leg and chest injuries before
also being taken to the Tweed Hospital.

WA:Chopper crash in Perth

PERTH, Aug 30 AAP - A helicopter has crashed into a hangar while taking off at Perth's
Jandakot Airport but no one has been injured.

The crash, believed to have occurred about 7am (WST) on Monday, left the helicopter
on its side and leaking fuel, a police spokeswoman told AAP.

"All the reports are there are no injuries," she said.

Emergency service crews were at the scene in Perth's south.

REUBEN BOWMAN disappeared around 6pm (AEST) from outside the front of a unit in Bond
Street at Ringwood .. after playing with a nine-year-old girl.

The girl had been called back inside about 10 minutes earlier by her father.

The boy is 125 centimetres tall .. with a thin build and short straight red hair ..

fair complexion and blue eyes .. and was wearing a light green polo shirt with Ringwood
Heights Primary School printed on the front .. blue track pants and white sports shoes.

The police air wing and dog squad are helping local officers in the search.

SYDNEY, Dec 28 AAP - Former Defence chief Peter Cosgrove has called for Vietnam-era
service families to get involved in a study on the long-term effects of war service on
families and children.

General Cosgrove - who has been invited to participate - has written to fellow Vietnam
vets encouraging them and their families to sign up to the Vietnam Veterans' Family Study.

Minister for Veterans' Affairs Alan Griffin said General Cosgrove was one of the many
people randomly selected for the study.

"Invitations to participate in the study were sent to randomly selected Vietnam-era
army personnel - 10,000 each of those who served in Vietnam and those who didn't," the
minister said.

"General Cosgrove was one of those Vietnam veterans who was randomly selected to participate
in the study, and I was pleased to hear that he, his wife and his family have signed up.

"The nation is grateful for the contribution of Australian servicemen and women during
the Vietnam war. But we are asking for help once again, especially from those Army personnel
who served at the time, but not in Vietnam, as they provide a very important comparison
to those who did serve in Vietnam," Mr Griffin said.

A letter from General Cosgrove has been sent to all participants who have not yet responded
to their original invitation, encouraging his former colleagues to register for the study.

"I am asking for you and your family to participate in the program," General Cosgrove
says in the letter.

"Your contribution will help shape approaches and policies which will not only aid
those in need from that era but many thousands of young men and women in uniform and their
families in the future."

The preferred recruitment target is around 5,000 each of the randomly selected Vietnam
veterans and Vietnam-era service personnel, and 5000 of each group's children.

This will allow the study to provide many comparisons, including more rare medical conditions.

To date, 2,200 Vietnam veterans have responded, but only 1200 of those who didn't serve
in Vietnam.

"If you served in the Army during the Vietnam war, even if you didn't go to Vietnam,
you can help. Talk to your mates and encourage those invited to participate, and encourage
their families to participate as well," General Cosgrove said.

SYDNEY, April 11 AAP - The release of a survey showing discontent among NSW Ambulance
officers is an attempt to undermine public confidence in the health system, the government
says.

Opposition Leader Barry O'Farrell and opposition health spokeswoman Jillian Skinner
today released a leaked NSW Ambulance staff survey which found about seven in 10 ambulance
officers felt they were overworked.

The 2007 Ambulance Corporate Culture survey also found about four in five ambulance
officers did not believe the service dealt with staff stress effectively.

Over half the 236 officers surveyed said the NSW Ambulance Service also did not deal
effectively with harassment and bullying.

Health Minister Reba Meagher said the opposition's release was "factually incorrect"

and a cheap shot.

"There's no limit to the cheap shots the opposition will take to undermine public confidence
in our health system and ambulance service," Ms Meagher said in a statement.

The government was working hard to meet public demand for ambulance services in the
state with increased funding and resources, she said.

Ms Meagher did not detail any incorrect figures in the opposition's statement, but
listed other statistics about increases in staff and vehicles.

She also said the opposition statement was almost identical to one it had issued in
July last year which had misinterpreted documents obtained under Freedom of Information.

Fire fighters have contained a bushfire which has destroyed more than five-thousand
hectares of scrub .. in a national park in Victoria's west.

The blaze in the Little Desert National Park was sparked by lightning on Thursday ..

SYDNEY, April 11 AAP - A man was abducted from his Sydney home by armed men and taken
to a house in a nearby suburb where another man was then stabbed in the chest.

Three armed men, described as being of Middle Eastern appearance, broke into a unit
in Surf View Road at Mona Vale on the northern beaches about 10.30pm (AEST) and threatened
a 25-year-old man before abducting him, police said today.

All four then went to a unit in Queens Parade at nearby Newport where a 24-year-old
man was stabbed in the chest.

The armed men then fled by car.

The Newport man was taken to Royal North Shore Hospital where his condition was reported
to be stable.

Investigators were speaking to a number of people but appealed for information.

Sufficient budgetary allocations made for prosecutors: Ayaz Soomro.

Speaking at a reception held for the district public prosecutors, Ayaz Soomro called upon the law officers to equip themselves with technologies of internet and emailing. He said each district public prosecutor must be computer literate to meet the requirements of modern age, particularly having command on English language. He directed the law officers to develop habit of book reading, particularly those relating to their profession, which would boost their professional efficiencies.

Watching local college events live is just a click or two away.(Sports)

Down on the field, the scene was timeless. Base paths were being chalked and the infield dirt watered in much the same way they always have.

Up in the press box, things were decidedly higher tech.

Norfolk State director of sports information Matt Michalec hooked cables to a laptop computer and ran them to a high-definition camera on the baseball stadium's photo deck. In a matter of seconds, he made the Spartans' game against North Carolina A&T available to anyone with an Internet connection.

NSU began video streaming its games over the Net this school year, joining other colleges in the rush to reach fans through new media. It's a trend being embraced by schools of all sizes, from Division IIIs on tight budgets to major colleges with in-house production facilities that rival those of some TV stations.

In an on-demand world, no team appears to be too low-profile, no niche too narrow to find an audience. D-III volleyball anyone? It's just a couple of clicks away.

"At our level, without any TV broadcasts in place, it is a popular option for family members and friends to be able to watch their son or daughter competing," said Francis Tommasino, senior director of athletic communications at Christopher Newport University.

For smaller schools, low-cost technology has become an equalizer. Who needs a TV contract when, for a modest investment, colleges can produce their own content?

NSU spent less than $2,000 for a pair of HD cameras and under $100 on cables and a USB video capture device. The software program Michalec uses was a free Internet download. Voila, he was in business.

To stream its men's basketball games, CNU ran a line to a camera that coaches already had been using to film game tape, and mixed in audio from its radio broadcast.

These one-camera productions are admittedly rudimentary, but as many as 300 people logged in to watch some CNU games, which are streamed free of charge.

A typical NSU baseball or softball game might draw between 10 and 25 viewers, Michalec said. For football, the audience was about 50.

Still, with fans paying $5 per baseball game, $8 for football, and some buying season passes, NSU has so far been able to cover expenses and even make about $7,500, Michalec said. NSU shares that money with the company that produces its website.

For most schools, however, it's not about the money but about "growing the brand and keeping your fans connected," said Todd Goodale, associate director of athletics for marketing and video services at Virginia.

While bigger schools such as Virginia and Virginia Tech have larger audiences, their production costs also are higher. And with broadcast rights for many of their events owned by TV networks through the conference deal, they can't stream every game, only those that aren't showing elsewhere.

The ACC was out in front of the streaming trend several years ago, with an initiative called ACC Select. The conference partnered with Raycom Sports and CBS College Sports Network to stream events. Each school was provided with a budget to buy equipment and cover production costs.

"For three or four years, we did about 80 events with the money they gave us," said Kevin Hicks, director of broadcasting and visual media at Virginia Tech.

Schools stopped receiving money from ACC Select last year, when, "our third-party partners weren't able to finance it going forward," said Michael Kelly, the ACC's associate commissioner for communications and football operations.

With funding cut, Virginia didn't do any live streaming last year, Goodale said. Virginia Tech "backed way off," Hicks said.

Both schools jumped back in this school year. Tech streamed about 60 events, most of them Olympic sports. Virginia's spring package showed 17 baseball games as well as men's and women's lacrosse.

"It's outperformed our expectations and been very popular, especially for baseball," Goodale said.

Webcasts at both schools are multi-camera productions with radio play-by-play when available. Virginia already had video boards at most of its facilities and a control room at the John Paul Jones Arena. Virginia also has a spot on the web - virginiasportstv.com - that archives game highlights, postgame interviews and features.

The primary costs for both schools are for production personnel, including camera operators and directors.

"We're not trying to get rich off of it," Hicks said. "It would be nice if we could cover costs, but even if we lose money, it's worth it for the value of the exposure for Virginia Tech."

Old Dominion also is not expecting a windfall when it ramps up its live offerings next year, said Debbie White, senior associate athletic director. ODU, which streamed home football and men's and women's basketball games last year, plans to show every live home event next year, with the exception of rowing and sailing. ODU plans to sell monthly subscriptions.

"It's the way the industry is moving," White said. "Everyone wants their information instantaneously, and they want unique content."

ODU is investing in HD cameras and in a TriCaster "TV Studio in a Box," White said. But when it comes to reaching fans, even colleges operating on a shoestring can get in the game.

Australian Center Readies Brain Research Program for Addition of Elekta MEG System.

Melbourne's Swinburne University of Technology acquires Elekta Neuromag TRIUX magnetoencephalography (MEG) system to study brain in action

MELBOURNE, Australia, April 18, 2011 /PRNewswire/ -- Certain brain processes happen in the blink of an eye - and even faster - which has made pinpointing these events virtually impossible. The advent of magnetoencephalography (MEG) changed all that, enabling researchers to capture brain electrical activity measured in milliseconds, and offering the potential to reveal the nature of innumerable brain disorders and diseases. Swinburne University of Technology is set to join the global MEG community with the acquisition of Elekta Neuromag TRIUX, Elekta's latest generation MEG system.

"With MEG, you can localize and map where brain activity is happening and you can do that in real-time - from moment to moment - with millisecond resolution," says Prof. Michael Kyrios, Director of Swinburne's Brain and Psychological Sciences Research Centre. "This degree of 'temporal resolution' is unavailable in any other form of imaging, such as MRI, which provides great images but not particularly great temporal resolution. MEG is relatively new technology, it offers new possibilities and we want to be part of that."

Swinburne's Elekta Neuromag TRIUX system, scheduled to become operational in mid-2011, will be a part of the University's Brain and Psychological Sciences Research Centre and will be sited in the new Advanced Technology Center (ATC). The ATC houses a formidable array of complementary brain research technology, such as a 3.0T MRI, EEG and transcranial magnetic stimulation (TMS). Additional ATC facilities include clinical trial, psychopathology and baby labs, as well as a center to disseminate evidence based psychological treatments via the Internet.

Prof. Kyrios is presently overseeing the recruitment of several research staff who can exploit MEG's unique capabilities in many areas. Broad categories include:

* Cognitive and visual processes, such as decision-making and facial processing. For instance, MEG can be used in multifocal visual source localization, as well as studying people's reactions in various situations requiring a decision, for example, in response to a moral dilemma or a market product.

* Neurological diseases/disorders, such as stroke and dementia. Epilepsy also is a major focus, as MEG has been used widely to map epileptic foci before surgically treating the disease. Swinburne investigators will be working closely with a local epilepsy center to determine how MEG can assist its program.

* Mental health disorders, such as ADHD, autism, phobias, obsessive-compulsive disorder (OCD), compulsive hoarding and buying, and body dysmorphic disorder, in which sufferers dwell on minor physical imperfections.

"People with autistic tendencies pick up different types of social cues and they process social information quite differently," he explains. "We want to know the differences between various disorders and normal functioning.

"A study I will coordinate is an investigation of moral reasoning in OCD," he continues. "We know that people with OCD have a hyperdeveloped sense of morality, so we can use MEG to compare how they perform certain tasks with people who have an underdeveloped sense of morality."

Swinburne researchers will use their Elekta Neuromag TRIUX not only to explore the nature of diseases and disorders, but also to assess the impact of different treatments, Prof. Kyrios adds.

"MEG will be very useful in helping us disentangle how various therapies work and what are the differential processes," he observes. "Are drugs working differently than behavioral therapies? Do they work differently than cognitive therapies? Are rehabilitation treatments for stroke and dementia useful and how do they work?"

The addition of its new Elekta MEG system once again demonstrates Swinburne University of Technology's devotion to clinical research that makes a difference to the people of Victoria, according to Prof. Kyrios.

What is MEG?

MySpace launches copyright protection tool, branded channels.(SHOW TIME)

MySpace has said that it will offer the new "Take Down Stay Down" feature, preventing users from re-posting videos on the portal that have already been removed at the discretion of the copyright owner. In a move through MySpace Video, the networking site also announced that it will offer an array of branded channels.

Take Down Stay Down

MySpace is the first online company to launch the Take Down Stay Down feature, which is offered to copyright owners for free. By implementing the feature, MySpace reinforces its policy against users uploading third-party copyrighted content without permission.

"We have created this new feature to solve a problem that has long frustrated copyright holders and presented technical challenges to service providers--how to prevent copyrighted content from being re-posted by the same or a different user after it has been taken down by the copyright owner," said Michael Angus, executive VP and general counsel for Fox Interactive Media, an associate of MySpace. "MySpace is pleased to be the first Web site to implement a more effective solution to this challenging problem. This is a ground-breaking and unprecedented benefit for copyright owners that re-enforces MySpace's position as the leader in copyright protection on the Internet."

Take Down Stay Down possesses several elements key to preventing copyrighting piracy. The audio and video filtering feature screens files being uploaded by users and stops any unauthorized content. The Content Take Down tool allows copyright owners to more easily request the removal of any unauthorized user-posted content.

GOP PROMISES RELIEF ON TAXES NEXT YEAR.(MAIN)

WASHINGTON -- With a final deal on a modest tax bill in hand, Republican leaders in Congress promised to return in January with bold plans for major tax relief, possibly including an across-the-board income tax reduction.

Tax provisions agreed to Thursday in the final catchall bill, totaling $9.2 billion over 10 years, would renew several expiring business tax credits and provide limited relief to farmers, self-employed people and some families.

The legislation also imposes a three-year ban on new state and local Internet taxes.

Senate Majority Leader Trent Lott, R-Miss., said the projected $1.6 trillion budget surplus would be more than enough for big tax cuts in 1999 as well as preservation of Social Security for the future.

Despite President Clinton's repeated promise to ``save Social Security first,'' Lott told reporters that tax cuts shouldn't necessarily await a rescue plan for the popular retirement program, especially since Democrats killed this year's $80 billion tax cut by depicting it as a raid on Social Security.

Lott ticked off a list of major tax cuts Republicans are likely to champion next year, assuming they retain control of Congress. The items include reducing income taxes, cutting further capital gains taxes on investments, eliminating the marriage penalty that affects certain couples and abolishing the tax on inheritances.

Democrats gave every indication that guaranteeing Social Security will be among their top issues.

For now, Republicans will have to remind voters of the five-year, $95 billion package they passed last year. That measure cut capital gains taxes, created the $500 per-child credit and cut taxes on airline tickets and inheritances, among other things.

Here are highlights of tax provisions included in the omnibus wrap-up bill Congress is expected to pass today:

HEALTH INSURANCE: Planned phase-in for self-employed people to deduct 100 percent of their health insurance premiums is moved up to 2003, compared with 2007 in current law. The deduction will be 60 percent in 1999.

FAMILIES: Middle-class households subject to the alternative minimum tax could exclude certain credits from income, such as the $500 per-child credit, adoption credits and some college credits.

INTERNET: A three-year ban on new state or local taxes on cyberspace commerce while a federal commission develops options for Congress. Existing taxes will stay on the books.

FARMERS: Income averaging that helps smooth year-to-year highs and lows is made permanent. Net operating losses could be carried back five years instead of two years, providing tax relief this year to 100,000 farmers. Farmers won't suffer tax consequences for accelerated government transition payments.

BUSINESS: Expiring tax credits are renewed until June 30, 1999, for research and development, firms that hire workers from certain low-income groups, the welfare-to-work program and for a program training workers displaced by international trade agreements. A credit dealing with companies that pay taxes overseas is modified to include banks, insurance companies and securities firms and extended a year.

BONDS: The state cap is lifted on private activity bonds used by local governments for housing, school loans and other economic activities.
